Half true, I think. Fear is sometimes elusive and you may feel no fear until put in a situation you thought was completely under control. Fear can also be survival mechanism, if we want to get technical about it.

I don't think fear is bad at all but it is wise to try and face it or in some context, accept and understand it's purpose.
